Implementation of a Pilot Program for Green Asset Classification with Banobras (Mexico) and BDE (Ecuador)
A comprehensive evaluation of the technical and methodological aspects for green asset classification within the banking system was conducted. Technical factsheets were developed, including the regulatory framework and an analysis of asset files. An institutional needs assessment was performed for the classification system, followed by the development and testing of a pilot classification with selected economic activities within priority sectors.
The green asset classification for these public development banks began with a prioritization exercise of each bank's portfolios and asset files through the application of green investment criteria. This was followed by a technical review of each bank's information to understand their administrative processes and classification potential.
Finally, specific classification formats and reporting templates were designed for each bank. This enabled the identification of the percentage and value of green assets within the portfolios, the criteria for justifying green asset classification, and the underlying background information, among other key elements.
