Development of the Methodological Framework for Mexico’s Sustainable Taxonomy

The project involved developing the methodological framework for the selection of technical metrics and thresholds for Mexico’s Sustainable Taxonomy (TSM).

The team reviewed international best practices, reference frameworks, principles, and guidelines regarding green, social, and sustainable finance. International experiences were analyzed, and best practices were identified for the development of metrics, thresholds,

and "Do No Significant Harm" (DNSH) principles. Working groups were established to design the technical and methodological framework for the TSM.

Planisphera also conducted a review of the alignment between economic sectors and the proposed social and environmental objectives of the taxonomy to identify synergies and trade-offs within these sectors. This included an analysis of economic activities in Mexico, background research on national and international metrics, and a comprehensive review of applicable legislation and minimum safeguards.

Finally, the governance mechanism, structure, and operational framework were developed for the Sectoral Technical Groups of Experts (GTSyT), tasked with developing and validating the technical screening criteria. The Planisphera team also participated in the sectoral and thematic technical groups for Energy, Gender, and Transport.
