The project was designed based on a competitive call for proposals from a local NGO and an environmental trust fund, the Mexican Fund for the Conservation of Nature (FMCN), as part of its activities within a consortium of other NGOs, private funds, bilateral cooperation agencies, banks, international agencies, and private sector actors working together under the umbrella of the Roundtable on Financing for the Sustainable Use of Biodiversity, and in preparation for a broader project with the Green Climate Fund (GCF).

The deliverables included the classification of locally active economic entities, such as cooperatives, ejidos, and rural savings and loan institutions, among others; the development of universal definitions for Ecosystem-based Adaptation (EbA) activities within the context of the Yucatan Peninsula; and the identification of financial needs and barriers to accessing finance. Variables to calculate a local multidimensional vulnerability index were identified and integrated into a dynamic database.

This information was organized alongside a classification of available financial resources, types of funding, financing categories, grants, loans, debt, and impact investment options. It was curated so that community investment needs could be matched with suitable existing funding sources. An Excel-based tool was developed to link financing needs with the supply of various types of financial support. This tool includes variables to calculate a local multidimensional vulnerability index using data from INEGI.
