Planisphera partnered with Avaaz to foster a dialogue between international financial institutions and Argentine civil society on urgent solutions to the country’s environmental and socioeconomic crisis. The proposal is built around three primary pillars: The creation of the Argentine Public Debt Observatory (OPDA), aimed at democratizing the debt debate—which has historically been confined to elites and excluded public participation despite its profound long-term social impact; the establishment of a debt relief mechanism through the issuance of a sustainable bond with specific environmental and social targets, committing the country to invest
in its 'natural' and social capital; and the exploration of debt-for-nature swaps, framing Argentina as a prime example of a country that is financially a debtor but ecologically a creditor.
The strategy emphasizes the need for a paradigm shift that moves beyond the one-dimensional 'debtor-creditor' economic logic by incorporating the ecological dimension. Countries differ in their levels of consumption versus their contribution to essential ecosystem services, such as food, water, timber, climate regulation, air and soil quality,
flood and disease control, pollination, habitats, and genetic diversity—as well as cultural and spiritual services. The proposal argues that wealth must be measured by considering not only financial resources but also natural assets, which are fundamental to human survival and the global economy. From this perspective, many creditor nations—mostly wealthy ones—are actually ecological debtors and should take responsibility for their historical role in the economic and environmental crises facing developing nations.
